Well, I know lots of people who put down extra keys to make the notes sound correct. I tend to do so more frequently on the EH (high Bb) but I do not want to deal with it when playing the oboe.
There are oboes out there that play in tune. That said, many of those in tune ones have had tuning work done by the professional repair guys who really know what they are doing. (Alvin Swiney, John Symer, Calos Coehlo, Jon Peterson - I am sure there are more. These are the ones that come to mind).
I think it is certainly worth the expense and effort to have the oboe tuned if all the other qualities are what you want. It is just too cumbersome (to me) to adjust every other note to be in tune or put those extra fingers down when you are trying to turn a beautiful phrase or spin out some great technical passage.
