Before you do those things, find out if your F is sharp as well. Typically on Lorees (maybe other oboes, not sure), F is quite flat, while E is quite sharp, so if you end up putting nail polish in the tone hole or tape in the bell, it will make your F flatter, which would mean you would need to have it drilled out to compensate, which would then possibly affect the tone color of the oboe and make the tone of your notes inconsistent. Particularly if you JUST started using a tuner, I'd really work with it for several months, and make sure your embouchure is rock solid before you begin fiddling with tone holes. It's risky business, and worth playing around, but also worth consulting with the professional repairmen.
