I was taught that the Oboe reed should never be pulled out as it was designed to be a continuation of the bore. After adjusting a perfectly pitched/responsive reed all further adjustments in pitch should be done by the the embouchure.
I believe that any director that chooses not to tune to the Oboe, but to another instrument without making sure that that instrument is tuned with a tuner or tuning fork is not entirely deserving of a dedicated Oboist.
It helps if you arrive before others start playing and you play some excercises to influence the pitch of others around you before they have a chance to play and lock in their flat/sharpness.
