I wouldn't advise pulling the tube out on the oboe. It might correct the A to C problem, but it will create other problems because of the disturbance of the conical shape of the bore.
Unfortunately, discrepancies, caused by reeds, in pitch/timbre/intonation between different notes are something oboists have to deal with on a constant basis.
The best option is to adjust the reed until it is tuned TO ITSELF. Not just a "C" crow at the thread, but at the tip too. (Hold the reed in a normal playing position and blow; it should be close to whatever the thread crow is)
Failing the reed adjustment option, the oboist has to play on what is given. All the compensating MUST be done with the air, and minute corrections with the embouchure.
Sometimes the fuzzy A + bright C combo is a result of a pinched embouchure. If you think this is the case, I would suggest focusing on speeding up your airstream (not blowing more air, just faster) and letting your embouchure comfortably control the tone, instead of clamping.
