I think there's two aspects to this.

First of all, the spine doesn't visibly go through the tip. It tapers off somewhere along the tip of the heart. The center of the tip is still thicker than the sides, but you don't usually leave a big fat spine down the tip.

I think when Tom Stacy said that, he probably meant that the spine is meant to be "sculpted down" by scraping along the sides of the spine as opposed to sticking your blade smack on the center of the reed. Sure, you're taking cane directly off of the spine, but it's purportional, and the purpose of concentrating your knife along the sides of the spine is so that the spine is not too thick in relation to the sides of the spine, which can cause stuffiness in the sound and extreme wind resistance.

The other thing that the spine really depends on is whether it's a double radius or a single radius gouge. A double radius gouge has more of an internal spine, so the external spine (and the internal spine to some degree) won't be nearly as visible. Meanwhile, if you have a single radius gouge, it's a perfect curve, so you have to leave the spine on the outside. The two can end up looking very differently.

Perhaps your reeds are quite different, since you mentioned that the tip of the tip is .10. Schuring's diagram says his tip of his tip is .02! I think the reed you have of mine is similar in dimensions.
