Two basic things are required for low notes to voice, notwithstanding a relaxed embouchure & an oboe in excellent adjustment. The spine of the reed must be visible when backlighted on both sides of the reed all the way to the tip of the tip & the fingers must absolutely cover the tone holes. Also, if the reed is on its way to needing a decent burial, IOW closing down, the lows will simply sound an octave higher.
