Gurgling on my low F (Fox 333) is caused by a big blob of water in the F resonance key. It's THE most annoying thing.

Have an experienced oboist play the school's Fox to see if it's a lack of adjustment.

Second the "get rid of the Rico reeds". They may make the most ubiquitous student reeds for clarinet, but for oboe reeds, they suck. If you can't afford handmade reeds, then at least get some Fox reeds; they're excellent reeds for the price. You can get them direct from Fox, which is faster (plus they come in a nifty reusable box), or from WWBW, which is slower.
