Yep, that's pretty much it. Though, if magnified enough, I suspect even the finest scraping burr is still a row of tiny teeth (or, more precisely, of jagged and irregularly-shaped bits of metal). So the confusion is only over scale. Robin doesn't realize burrs are available in several flavors and sizes.

But heaven forbid ignorance of basic terminology keep a scout leader from correcting accomplished oboists/reedmakers. Everyone remembers that brilliant "Woodwind Repair Guide" from the fellow who thought bores were tusked animals, right? Deja vu! :-)
