It's never too late to start, but start with a basic instrument to learn the basics of how to take it to bits, replace a few things here and there and put it all back together and regulate. As oboes have more gadgets fitted on in relation to the cost, you can learn the essentials by starting on a plastic Bundy, or better still, one with a low Bb key to learn how to adjust this mechanism which often gets put out by people lying them down on the left side. Always lie oboes down on the right side (C/C#/Eb cluster side) as there's less to damage there 9and it's easier to sort out if it does get damaged) or use a stand with a heavy base when resting (and always put it back in it's case after playing).
As for adjusting screws, it's no good having cork as a silencer as the screw tips will always chew through cork, no matter how careful you are at adjusting the screws - simply playing is enough for the screw tips to chew through cork of any thickness.
So it's best with a more durable material under adjusting screw tips such as thin and dense gasket cork (rubco/gummi-kork/tech cork/hycotex) or the synthetic leather Gordon uses (which I've had no luck in getting samples from the supplier). Real leather is ok (as in the thin leather used on sax pads), but it can harden as it's compressed and become noisy.
