Maybe a longshot, but does the small pad below the left hant A finger seal tightly? The bridge lever, which raises that pad for C and B flat when the right hand F# finger is depressed, may be pushing up too much on the lever which greets it on the top joint. (If that is the case, B also might not resonate well.) There is a screw on the top joint lever where you can back off from the tight conncection. (I can think of no relationship of this to water in the instrument.)
If water is indeed the problem, then maybe the tone holes open for B flat and A need a gentle cleaning -- debris in them can catch water.
If the instrument has not been played since the summer, then the rods should be oiled lightly. And the cork may have shrunk from the reduced moisture exposure, and may not be seating securely.
