Yes -- eventually it decomposes (phew!). And eventually, so do reeds. At least, mine do. They get to a point where they just won't "hold" (the air?), and then collapse in on themselves.
Don't know if I would describe that as "rot", though, and I really don't know what the mechanism might be that causes this eventual wearing out. They just seem to lose their tensile strength.
