I don't recommend extended soaking because it
a) rots the cane
b) softens the cane too much
c) makes the reed sluggish, flat, and unresponsive
d) is inconvenient having to drag water around
Instead of soaking and soaking a finished reed, I just leave the reed alone. I soak the cane a couple times in the gouging, shaping, and tying stages instead (this draws out some of the sugars that make the cane too "green") Doing this stabilizes the reed before making any scrapes.
But honestly this topic has gone everywhere - soaking a dry reed, even a reed that has been unused for months, takes at most 5 minutes. In that 5 minutes, you could stretch to relax yourself, and do some reedless breathing exercizes, to free up your sound, and prepare you for practice.
