Hi Kelloboe:
Definitely NOT a good idea to leave reeds soaking for any longer than you need during each playing session. A waterlogged reed will usually open way too wide and will be tough to play. Reeds seem to last longer if they're thoroughly dried between uses.
For your interest and delight: I just stayed at friend's place for a couple of days during an out-of-town gig. I noticed a soggy blackened oboe reed in a sealed vial on her piano. She has asthma, and it turns out that my wife had left one of my old reeds for our friend to blow into to open her lungs. Our friend had done that for a while with good results, but had forgotten about the reed for a few weeks while she was away. I had never seen a "live" reed before; the cane was dead, but it had developed a wonderful microbial colony!!! Gross.
