I used to carry a small film canister around with me. I stopped because it was rather troublesome to change the water regularly and the cap came off a few times in my soft case.
These days, I just use the fresh water from my water bottle. In the situation where you don't have any container, just hold the water in your mouth and push the reed in to wet it!
I find that just wetting the reed would do. In my opinion, leaving it in water for 5 minutes is too much water. I normally wet the reed before setting up my oboe and it's ready to play once I'm done!
