The vent should stand open when fingering forked F, closed for anything else. I assume this is what you meant, though.

I think this is my bad description, for which I apologize. The F# tone-hole is directly beneath 1st finger RH. It closes both when you finger E and when you finger forked F. It should close equally firmly with both fingerings. In both cases the pad that you actually finger should hold with no slippage at all.
The vent, that little hole on the right-hand side that only opens when your ring finger is down and middle finger is up, this should close lightly when you finger "D". Lighter than the F# tone-hole described above.

Does your top-joint seal well? holding just the joint in your left hand, seal the bottom of the joint with your RH middle finger, close all the holes (I dampen my fingers first) and suck a vacuum, depositing the reed well on your upper lip.
Press 1st octave, and count how many seconds until it flips open (some use LH G# instead).
If it is over 8 seconds you are probably okay, although reputedly Tabuteau insisted on 30 secs for both joints!
