Is it an S20c or and S40c cor? These ones have a simplified F vent arrangement compared to the pro models.
You have to make sure the flat spring on the F vent is very strong to hold the pad closed, and likewise the springs on RH 2 and 3 need to be strong to make sure each one will hold the F vent open on it's own.
Only when both RH 2 and 3 are closed does the F vent close under it's own spring tension. And make sure there's a slight gap between the adjusting screws (on RH 2 and 3) and the upper end of the F vent arm when both RH 2 and 3 are fully closed to be sure the F vent pad closes.
As for the needle springs on the main action (RH 2 and 3), RH 2 has a short heavy spring so getting the tension on that is fairly easy, but RH 3 has a long spring which needs to have a huge curve in it to give it the tension to counteract the F vent spring - I sometimes fitted a wood screw about half way along the spring length under the main action barrel to effectively shorten the length of the spring when it pushed against it (and increase the tension applied to the key), but this didn't go down well with the inspectors, and then a small change was made. The most recent student cors (S20c and S40c) have had the lower main action pillar moved up the joint so a shorter spring can be employed.
