A dotted half tempo marking is completely normal for a 3/4 bar. The pulse is equal to one measure.
I too have the old barret method with the marking at half to 76. The numbers are arguable, but in the end they really don't matter anyway. The point is that it feels like a "fast minuet" as per the indications. It could go as slow as 45-50 to the dotted half and still work musically. It's more important to capture the spirit of the piece and have that dictate the tempo, instead of arbitrarily imposing a tempo marking on a piece, hoping that doing so will somehow create something musical.
