If that's one pulse equalling a dotted half--i.e. one pulse per measure--to me that's clipping along pretty fast. That makes the beat go a zippy "onetwothree/onetwothree" instead of "one two three, one two three". Every time I've seen people dancing a minuet in the movies (the 1973 Three Musketeers with Michael York primarily), it goes at a stately pace. It's a series of slow posturing movements, not a "dance" as such; you don't hop around, in a minuet.
A fast 3/4 beat, clipping right along, is a gailliard, not a minuet. So I'm wondering if maybe it's a typo--maybe it really is supposed to go much slower, with 76 = a quarter note.
But then again, maybe the "Allegro" indication pre-empts the "Minuet" descriptive.
