It doesn't matter what it says it equals. If the metronome is pulsing 76, then that can be 76 to anything. It's just the subdivisions that change. So if it's 76 to the quarter, every pulse will have one quarter, two eighths, four sixteenths, etc. If it's 76 to the dotted half, each pulse will have one dotted-half, three quarters, six eighths, and twelve sixteenths.
So yes - the quarter IS 228. But seeing as the entire piece is mostly quarter notes, it's not actually that fast.
Oh, and unless you have a different edition, the turn shouldn't have any chromatics in it. {D...EDCD.F}
