That's what people tell you. However, the wood barely vibrates - woodwind instruments do not radiate sound from the instrument, rather the air column insice the instrument vibrates. The miniscule vibrations of the wood add essentially nothing to the output, at least as soon as you get a foot or so away.
However, something changes. Whether it be the player's physiology, hearing, buildup of calculus in the instrument, bore changes, mental picture, or whatnot. If a player says it's "blown out" then someone else is most certain to get a new set of enjoyment out of the instrument if it's in good shape.
