... yes, that sounds like the vibrato style i was taught in UK, and it got more complex too, the rate supposed to move much faster with higher pitches, and slow down on lower pitches, so vibe and note frequency 'blended' together in some kind of acoustical proportion
... that might account for the Beethoven recording reverb problem methinks, i mean the strings were vibing and the oboe was vibing on different frequencies
... so i reckon that 'adjustable' technique might be more sensible applied to solo work accompanied by air instruments and bird-song
... i asked my teacher here about vibrato, she said general orchestral standard was 6 cps
