Be patient, it takes a little time, then suddenly it just happens naturally.
This exercise is based on one I used to teach at the conservatory and worked pretty well for clarinetists turning to oboe or bassoon. They were already used to moving the air and using an embouchure but usually did not have a vibrato concept.
The 'he-he' exercise is exaggerated to isolate amdominal muscles. Move on to singing a long note with vibtaro. It will happen almost like a flutter of muscles, but I think you will see the relationship to the laughter execise.
And have some fun. Experiment, make it silly and gross, and also beautiful because there is a huge range of expressive possibilities associated with vibrato. Watch some good string players, violin, cello... they dome some great things with vibrato to warm up the tone and to add vocal qualities to their phrasing. Personally, I learned a lot about vibrato from a great cello player.
