This is what I like about oboe playing - vibrato can be used at your discression.
This is how I'd do (for example) the first note of the 2nd mvmt. of the Albinoni Dm concerto, or the adagio in Mozart's Gran Partita:
Usually where there's a long sustained note starting pp and crescendoing up to the following note (though being very careful not to stress or accent the following note) the vibrato is absent, and quite often doesn't start until about 3/4 the way through the held note. And when it does start, it starts with a very shallow vibrato that intensifies in rate (not speed) within the increasing volume level to meet the following note.
