I like to hear vibrato on all of the notes. I especially like to hear it when the notes are moving.
For example, if you listen to Richard Woodhams playing the opening oboe solo of Respighi's Fountains of Rome, you can hear that his vibrato continues even through all of the small notes. It's attached to the wind, it doesn't start or stop with the notes. The wind is there to make the phrase, the vibrato is on top of it and then finally the fingers are moving.
