I don't think 13 is too young. I might suggest having them sing a long tone and adding some vibrato to that as a first step.
The exercises I developed were mainly for clarinet converts who had not vibrato experience on a wood wind.
If you can demo it for students or have someone demo it for you if you are just learning it, that would also help.
Since it tends to promote relaxation in several parts of oboe playing and develops concepts around the diaphram, attention to related details, its probably a reasonable step within the first year or two on oboe.
