I'm curious as to what "blown out" actually means...
To me, if an oboe is older but has been kept in top shape, it might even sound better, because the molecules of the wood have had been thoroughly broken in.
Things can happen to instruments, and can ruin them, regardless of their age- you can leave an old and new oboe out in freezing rain and I'm sure one wouldn't be more wrecked than the other.
To really judge the quality of the oboe, I would send it to someone who really knows oboes and has a reputation. They can judge whether or not adjustments can be made to continue using the instrument.
