I don't have my oboe in front of me and I may not be remembering this correctly, but LH Eb IS one of those cases where it could be the instrument, and not you.
IIRC, the LH Eb mechanism simply depresses the leaf-spring behind the Eb key, allowing it to spring open with its own very weak spring. If the pad is sticky, if the horizontal pivot is sticky, the key may fail to open. The RH mechanism raises the key directly and so won't exhibit the problem.
Holding just the lower joint in your hand depress the LH Eb, and tap on the Eb pad so that it closes and opens. Does it feel sticky or reluctant? does it make a little sticky noise as it comes free?
