Absolutely! A little farther out on the reed = flatter. A little farther in = sharper. It's like rolling in and out to get the higher or lower oboe notes in tune.
In my little ensemble (a WW5, basically), the flute is virtually always sharp when we start out, while the clarinet is virtually always flat -- and the only thing that will make them not that way is for the players to play for a while. After the instruments warm up, they will be at pitch.
Which is why I always try to have the oboe pre-warmed before starting out. At least one of us has to hold the center!
