I think the second oboist should play an A, but quietly. When I play second, I have already checked the pitch of my reed against the pitch of the first oboe and I just play a quiet A of very short duration, just to show that I'm matching the pitch.
I don't quite agree about the "can't be tuned other than to change reeds", I think everyone should have the ability to play *slightly* sharper or flatter, even without changing reeds, to match the pitch of the ensemble.
