True Shawn, they should have some flexibility, but basically there should be the same pitch center, and it's RESPECTFUL for instrumentalists to play in pitch. That is to say, instrumentalists know that it physically hurts many players to play sharp (oboists bite through their lips), or that brass players can't aim their notes correctly if pitched too flat.
Keep in mind: For a woodwind quintet you might want to try tuning to the bassoon player, since you really should be tuning from the bottom up. Building a chord in tune isn't really in tune. The higher you get, the sharper the tuning is supposed to be (so in a major chord, if you have a low C and another two octaves higher, in order to make it sound "in tune" it has to be pitched a bit sharp.) This is why flutes, who play higher quite often, don't roll away enough as they come down and play sharp, while clarinets, who play a bit lower, tend not to voice their notes (with their throat I believe) correctly and shoot a bit low.
