Exactly!
Even as someone who buys (very high quality), rather than makes, reeds, I have found this to be true.
I buy my reeds usually three at a time. Of the three, there will usually be one that is better than the others, and hopefully, three that work. But quite often, there is one (or sometimes two -- or even all three!!) in the group that just isn't right, for reasons that aren't immediately apparent. I give it some time, bring it out again periodically, and try to figure out what my "issue" with it is, and make adjustments as warranted.
I'm surprised at how often a reed that seemed truly impossible at first or second try will, after a week's rest, become at least useable.
