I'm an adult "semi-beginner" (played for one year in junior high school, haven't played in the 30+years since), but I'm a part-time woodwind repairman so I have a lot more options than most folks --- I "won" a 1960-ish Cabart oboe on eBay for less than $120 --- I deliberately got a relatively simple model ("simplified Conservatory" I guess you'd call it) with mostly rings, low-Bb but no l.h. F, you get the idea --- it had to be simple since I was overhauling it myself and (having forgotten all the fingerings) needed to be able to figure out what each key was supposed to do! Such an oboe, which plays well enough but is considerably cheaper and more rugged than a full-conservatory Loree or equivalent, might be a good choice for a young beginner. A plastic-bodied, newer instrument would be an even better choice if a reasonably-priced one could be found, I'd guess.
