I would agree with d-oboe, there is really no need for a Loree at this point in time. I would suggest buying from a reputable dealer. The peace of mind that comes from purchasing from a known and respected dealer is worth its weight in gold! The instruments they sell are often under warranty which is also helpful.
In you price range there are many good instruments to buy. Try:

Jeanne has a comparable oboe to the Fox Renard for under $1000.
If you find someone willing to help you through things ebay might also be a very good alternative.
