Possible fixes for your consideration
Quick warmup fix -- no reed, strong wind, all vents & keys closed down, blow with focused power from reed well down centre of oboe until you can feel hot air around your feet, and yeah, you can lean over forward to do this
Make sure bottom half of oboe is warmed up BEFORE opening octaves
Do a pinhole embouchure forceful blow across the hole to break water suction bond
Blot the octave vents outside rather than swob the oboe inside -- swobbing redistributes water vapor around the pipe and disturbs the pattern of condensing mini water droplets gravitating downhill, blotting sucks the water out of the hole
