this isn't a power adapter, its a line that plugs into the tuner, the other end being a clip you can attach to the oboe bell. It may not 'rule out' all the overtones, but it sure helps the tuner 'concentrate' on the oboe note and not on all the other instruments tuning around you. I think it sells for around $12 retail, you might find it cheaper on line.
