Howard,
If it is a brand-new buffet greenline - take it back to your dealer and ask to have it fixed, before you try anything yourself. Electrical tape won't damage the instrument, but as soon as you try any serious bore changes you should give the manufacturer a chance to put it right.
Give your instrument to other oboists to play with their reeds, and see if they have the same problem - then you will know if it is you, or the instrument.
