Check the springs for the top joint Bb and C pads (the small pad cups either side LH2) are strong enough - with the oboe assembled, close (and release) RH1 and see if the Bb and C pads open fully and that they open instantly when RH1 is closed.
Has this happened suddenly? If you can take the top joint main action apart, check the C tonehole for anything that could be occluding it - sometimes fibres can accumulate in these small toneholes, so clean them out with a cotton bud (Q-tip).
