You can have toneholes adjusted -- perhaps there needs to be more undercutting, for example. Also, since closing the three right hand finger holes while playing C can raise the pitch, you can utilize that method when it is not inconvenient. Finally, sometimes I could change intonation of various notes on the oboe by fiddling with the bell. Experiment with placing tape (I used black electrical tape) on various spots inside of the bell, and see if adding resistance there makes a positive change (and does not make a negative one elsewhere).
