If your reeds are good but the C is still flat (in both registers) and the mechanism is fine, the tonehole could be partially blocked - so check there isn't any water or any other foreign matter blocking it.
Problem with conservatoire system instruments (this doesn't apply to dual or thumbplate systems) is the Bb and C pads remain closed until you open them with RH1 - so if water has collected in the toneholes it'll remain there until you open the Bb and C pads and blow the water out (on dual and thumbplate systems, the Bb and C pads remain open at all times until the thumbplate is held down, so any water can evaporate or get blown out easily).
