I agree; I never throw a reed out if it's naughty and doesn't crow a 'C'.
But I DO want a crow that's, well, "full". Sort of lots of noise, on lots of planes. Satisfying, not wimpy. That tells me more about the reed's adjustment.
I would say that crowing a reed tests its ability to handle sound. Kind of vague, but that's why I crow.
