There are various Ways and Means to this end, but ultimately it takes the body a certain period of time to rebuild any muscular structure into a compact and densely packed new design, so the "best way" without any doubt is ..... yes, you guessed it ... consistent daily practice :-)

Yes, if your time is your own and you can schedule it to suit yourself
As a working gal, i couldn't do that, so i substituted plastic straw exercises,
i had one in my pocket for any time i had to go you-know-where, driving to & from work, plus during TV commercials, so that added up to several times a day, 6x daily straw exercises for a few minutes at a time was easy enough to do, but after my first year, didn't need it any more, mission accomplished

there's a fine line between deliberately stopping practice before actually wanting and able to quit -- when lips feel tired, that's first call, when they begin tremble uncontrollably that's second warning, and when they collapse, that's final
i discovered that if i pushed myself to lip collapse, my lips were too sore next day to get started, and it took 1-2 days before they were ready to try again
so, in order to meet the daily practice stipulation, i learned to stop for today's practice when lips were tired and before they began trembling
speaking of daily practice, gotta go do it now
