No, it isn't. The low Bb, for reasons due to various acoustic compromises (ie, tone hole size/placement) tends to have a timbre that does not match that of the notes above it. Putting a vent in the bell gives this note a tone-hole-sized vent from which to sound, instead of the entire bell, which otherwise acts as the low Bb sounding tonehole, making it MUCH too raucous and hard to control.

The vent *does* help with the pitch, but it also helps the Bb to better match the B in tone color.
