My reedmaking priorities are:
#1 Response
Response comes first because it's the beginning of everything else. We have to start and stop notes at will before we can worry how they sound.
#2 Pitch and Intonation
Even the best tone sounds bad when it's out of tune.
#3 Stability vs Flexibility
This is a tricky balance. We must have both, but too much of one means too little of the other. For me, stability is slightly more important.
#4 Tone
Tone comes last because it's subjective and controversial. If I play with a "bad" tone, half the audience will love it. And if I play with a "good" tone, half the audience will hate it. But if I play out of tune, EVERYONE will hate it.
Anyway, I think tone is just a byproduct of more important things. If I make a reed that's responsive, that plays in tune, and that's stable yet flexible, it will inevitably sound good. But the converse isn't true. If I scrape a reed to sound good, it usually ends up either unresponsive, out of tune, unstable, or inflexible.
