Hi David,
Are you learning to play the oboe? Do you have a teacher? That's how most people learn how to make oboe reeds -- their teacher teaches them how to do it. It's pretty hard to learn to do it from a book or a video.
Here is a page that has several good videos from a person who makes and sells oboe reeds, showing how he goes about it.
