A good place to start would be with Jay Light's book on making reeds. It is a basic text on the subject.
It is so easy to say "find a good teacher", but some good teachers are not much interested in teaching making reeds, a fairly unmusical activity. Sometimes good teachers who make and sell reeds to students seem tired of the reed making so much that they don't seem to want to talk about it to students.
Once I met the very nice late Bill Gower, whose reeds are still sold, and asked him if he could give me some lessons in making reeds. He replied, "no, but I can teach you to play the oboe!" A student of Tabuteau, he found that he couldn't find much musical employment in Los Angeles.
