It puzzles me how people come up with all sorts of explanations to this very common reed problem. It has to do with pitch. Most oboes want to go flat in the lower register. To compensate for this you automatically tighten your embouchure slightly. Now, if that is when the wobbling starts, this shows you that your reed is not adjusted for playing in tune in the lower register. How to make this adjustment goes beyond the scope of this string. Most likely though, your reed will benefit from beeing softened to become more flexible.
