The bubbly effect sounds like a leak.
Otherwise, be sure that you are focusing the air very low in your mouth, and keep your jaw open to let the reed vibrate.
If it is a reed problem you will hear a "hee haw" donkey sound when you try to play low notes.
Take your oboe in to get adjusted, by someone who specializes in oboes. Or, learn how to make adjustments yourself.
