I have a lot of sympathy for Craig's position, but I beg to differ.
Community orchestras are not only for making music, they are venues for having fun and for social interaction as well. A good orchestra will mix the two - make rapid progress musically in a friendly, convivial atmosphere. A good conductor - like a good teacher or lecturer - will know when things are getting too noisy or when the musicians he needs are not listening, and will bring things quickly to order.
Within the orchestral mix will be players who are totally focused on the music, and players who are totally focused on his/her desk-partner, his work problems, the conductor's new haircut ... and its all okay, within reason.
A community orchestra is both a community AND an orchestra, and you need both aspects for it to be successful. Principal Oboists do NOT have the same perspective as someone sitting at the back of the second violins! Both players are valued by the conductor, needless to say, and different standards of behavior are expected. As soloists, we are expected to set the tone
That said, it could well be that the lax discipline and noisy behavior I see every week is more a feature of Israeli community orchestras and not representative of communities in other parts of the world - so please don't hang me prematurely! But I hope that my description is universal, simply because participation is so much fun!
