Susan's right, but you might want to (quietly) clue the conductor in on how distracting it is for you when there is so much 'competition' when other players make noise during rehearsal.
The conductor would probably welcome your feedback, and if the conductor is not bothered by others' unprofessional behavior, that would be a bit sad.
