Yamaha -- of course. And definitely look into the Fox student lines.
Or how about an older Cabart (Loree student line), or a Rigoutat RIEC or Dauphine.
I learned my basics on an older Linton, which actually wasn't all that bad, except that it was missing the LH F and the Bs and the trills and . . . well, it was pretty basic. But Lintons come in all sorts of varieties. And Larilee is another similar American student oboe.
Reading a variety of boards, I have heard more kvetching about Selmers than any other oboe -- people who have them often seem not to like them. The complaints seem to largely be about the mechanism going out of adjustment.
If the youngster in question is only 10 years old, something pretty basic ought to work for her -- unless, of course, she is one of those totally talented kids who will be frustrated in a year's time with the lack of bells and whistles.
